I know that is a pretty big issue and requires a lot of time and testing, but it would be a huge leap forward for Fuse 
About BLE, as far as I know Eddystone is the only open-sourced protocol and there are a lot of libraries both in Java and Javascript (Cordova plugin) on Github.
