PullToReload not working if LayoutMode="PreserveVisual"

Hi,

PullToReload doesn’t seem to work when used in a <ScrollView LayoutMode="PreserveVisual">.

Example: Download https://www.fusetools.com/examples/pull-to-reload and add LayoutMode="PreserveVisual" to the ScrollView in MainView.ux.

Fuse version: 0.31.2
