Scan QR code error

I received this message from my android phone when I scan the QR code

Connection refused. Make sure the IP address is correct and try again

Is there any advice for this error? I use windows computer and android phone.

Possibly a firewall or anti-virus issue, try dropping your firewall to see if its that.
